Learning Outcome:To introduce students to the field of environmental and resource economics with a particular focus on the economic analysis of environmental policy instrument on an advanced level. The course will cover theoretical analysis but will also show how to apply this to selected problems. Also, enabling students to apply economic thinking to solve environmental and resource management problems.
Contents:Economic instruments in the field of the environment cover a wide range of possibilities to influence people’s and firms behavior. Throughout the course several of them, such as taxes, negotiations, standards and permits will be introduced and discussed against the theoretical (and real life) background of economics and political challenges. Upon that, different views on using renewable and non-renewable resources in an efficient way are provided. Accompanying this theoretical understanding of environmental economics, practical applications and examples which shall show the relevance of this interesting science in many parts of daily life and politics are provided.
  • Market failure through externalities: Pigouvian taxes and Coase Theorem
  • Evaluation of environmental policy instruments: Standards, taxes and tradable permits evaluation criteria for policy instruments
  • Extension of environmental policy instruments (Climate economics, monopoly and environmental policy, Is there a double dividend? Feed-in-tariffs)
  • EU Emissions Trading Scheme
  • Liability, moral hazard
  • Economics of renewable resources and Economics of non-renewable resources
