Project Objectives

Since the project follows an applied research approach, results are requested in terms of both, implementation (practice) and research (theory). Both are complementary, meaning that on the one hand the implementation of measures will be an outcome of scientific research and on the other hand, research will be undertaken on grounds of the implementation of measures.

Regarding our research activities it is the aim of our project to develop adaptation strategies and measures which are transferable to other affected regions. For instance, it is envisaged that the development of guidelines (see below) will result in a guidebook which may serve as a tool for urban planners, decision makers and researchers in other metropolises facing similar challenges like HCMC.

Regarding implementation, two measures are at the very core of our activities:

  • Development of an Integrated Vulnerability Assessment of the region of HCMC and compilation of a comprehensive Environmental Atlas for HCMC (Action Field 1)
  • Green Agenda – Level 1-3: Elaboration of guidelines on three spatial levels (conurbation, neighbourhood, building) for energy-efficient and climate change adapted urban structures (Action Field 2).

Further objectives are:

  • to compile flood hazard maps and climate function maps, grounding on GIS-based indicator mapping (Action Field 1)
  • to compile demand-oriented planning recommendation maps (Action Field 1)
  • to develop strategies and measures for climate change adaptation in HCMC (Action Field 1&2)
  • to implement a planning study as a showcase for the adaptation of urban neighbourhoods (Action Field 2)
  • to develop and implement a Community Based Adaptation (CBA) Scheme to adapt low-income communities to climate change (Action Field 2)
  • to elaborate recommendations for institutional innovation in the HCMC Metropolitan Region to improve adaptive capacity (Action Field 2)
  • to support efforts regarding climate change adaptation and to integrate effective adaptation measures into urban planning in HCMC (Action Field 2)
  • to advance and disseminate climate change related knowledge, to inform decision makers and the general public about climate change risks
  • to increase capacity to implement necessary adaptation measures and to strengthen the resilience of the HCMC urban system (Action Field 1&2).
