Legal framework:

Claim: Following notification, the employer has four months to approve the invention. If they take no action, it is deemed to have been claimed.
Transfer of rights: Upon claiming the invention, all rights (and obligations regarding patent application) are transferred to the employer.
Release: If the employer releases the invention in writing, it becomes a free invention and the Staff Member may complete the registration privately.
