"Vehicle Safety Barriers for Safety Requirements. Part 2: Requirements for planning for access protection for the use of tested vehicle safety barriers".

After in the past years crossing acts were (and will remain) primarily a phenomenon of extremist terrorist attacks, the rampage as crossing act increasingly became an instrument for other forms of criminal acts, such as (extended) suicides or retaliatory acts:

  • 04/07/2018 Münster with 4 dead and more than 20 injured.
  • 01.01.2019 Bottrop, Essen, Oberhausen with 10 people injured.
  • 24.02.2020 Volkmarsen with 154 people injured
  • 17.10.2020 Henstedt-Ulzburg with 1 injured person
  • 01.12.2020 Trier with 5 dead and 14 injured persons

The question of appropriate protection of endangered locations is therefore more topical than ever. Many municipalities and event organizers face the challenge of protecting their squares and event spaces against vehicle attacks. In doing so, however, they repeatedly encounter the problem that no regulations exist in Germany in this regard. In many cases, therefore, attempts are made to protect squares against vehicle attacks without any protection concepts.

A follow-up project "Requirements for application regulations for vehicle safety barriers to protect against vehicle attacks" is absolutely necessary in order to be able to guarantee the proper and intended use of mobile as well as stationary vehicle safety barriers by the users (approval authorities).

Successful establishment of the consortium on DIN SPEC 91414-2 "Requirements for the planning of access protection for the use of tested vehicle safety barriers".

After DIN SPEC 91414-1 "Mobile vehicle safety barriers for safety requirements - Part 1: Requirements, test methods and performance criteria" was already published in April 2021, the kick-off event for Part 2 of DIN SPEC 91414 took place on August 31, 2021. The topic around mobile vehicle barriers met with a great response this time as well. More than 40 representatives from authorities, municipalities, manufacturers, test institutes, universities and colleges took part in the kick-off. The aim of DIN SPEC 91414-2 is to define requirements for the planning of access protection for the use of tested vehicle safety barriers, taking into account their compatibility with the urban landscape, in order to be able to guarantee the proper and intended use of mobile as well as stationary vehicle safety barriers by the users (licensing authorities, etc.). The project is funded by the German Federal Ministry of the Interior, for Construction and Home Affairs (BMI) and is implemented under the administrative responsibility of the BTU Cottbus-Senftenberg. The project duration is approx. 12 months.
