More safety in public places

Part 2 of DIN Standard 91414 "Vehicle Safety Barriers for Security Requirements" helps municipalities to better protect events from drive-over acts

DIN SPEC 91414-2 "Requirements for planning for access protection for the use of tested vehicle safety barriers" was developed under the consortium leadership of retired Chief Detective Christian Weicht and Detlev Schürmann M.A.. They head the research area "Applied Crime Prevention and Accompanying Scientific Research", which is affiliated with the Chair of Architecture and Visualization of Professor Dominik Lengyel at the Brandenburg University of Technology (BTU) Cottbus-Senftenberg. The consortium consisted of representatives from authorities, municipalities, manufacturers, test institutes, universities and colleges. The development of the standard was supported by the German Federal Ministry of the Interior.

The DIN standard first describes the requirements for an access protection concept with regard to qualification, secrecy and security, and also deals with preparations. The other main topics are the structure of a security concept (risk assessment, protection goal, vulnerability analysis, recommended security measures), qualification as well as staging and documentation of security measures. Existing security norms/standards as well as the contents of the handout "Protection from Crossing Crimes - A Guide for Municipal Authorities" of the Police Crime Prevention were taken into account during the development.

The DIN SPEC does not replace documents from the international field or existing technical guidelines of the police, but brings together and extends the requirements for vehicle safety barriers.

It completes a four-part security package for municipalities to protect against crossing offenses, which was developed in cooperation with the Police Crime Prevention of the states and the federal government. In addition to DIN SPEC 91414-1 "Mobile Vehicle Security Barriers for Safety Requirements - Part 1: Requirements, Test Methods and Performance Criteria," published in spring 2021 under the same leadership, it includes the police handout and a product list available only through the police. DIN SPEC 91414-2 is available for free download from Beuth Verlag.

The police crime prevention handout "Protection from Crossing Crimes - A Guide for Municipal Officials" is available free of charge from all (criminal) police advice centers or can be downloaded free of charge.

"The DIN standard, which is available free of charge, specifies requirements taking into account urban landscape compatibility. In this way, proper and intended use of mobile as well as stationary vehicle safety barriers can be ensured by users such as licensing authorities," says Harald Schmidt, managing director of the Police Crime Prevention of the Federal States and the Federation.

Background

When events are held on a regular basis again, the issue of security also comes to the fore: licensing authorities and event organizers have a responsibility to protect public spaces from vehicular attacks. One challenge here is to integrate protection into the cityscape as inconspicuously as possible while offering maximum security. Vehicle security barriers can be a good addition here. A useful guide for creating an access protection concept for events is the now published Part 2 of DIN Standard 91414.
