
General urban planning law (online) for newcomers and returners
This event concept, developed by Prof. Dr.-Ing. Bernhard Weyrauch and awarded the "Award Digitale Lehre", is aimed at anyone interested in an introduction to or re-entry into the field of general urban planning law. This online continuing education consisting of lectures and digital online tutorials is structured asynchronously - independent of time and place.
The offer is aimed at people
- who are planning to re-enter the building administration after a longer break and need the basics of general urban planning law for this purpose
- who are to be transferred to the building administration without major previous experience
- who have studied Urban Planning and were previously active in particular in other fields (e.g. informal planning) and are now planning to enter the profession with greater points of contact with general Urban Planning Law.
There are no admission limits.
The certificate offer consists of three modules, which are conducted asynchronously, so that the time of participation can be determined by the participants themselves.
What is learned from the lecture videos is enriched by five (also asynchronous) online tutorials (10 to 20 minutes each).
In the online tutorials, essential questions are asked about the course content. The answers are provided in further videos.
In total, the continuing education program comprises more than 20 instructional videos.
In addition, at least 3 live digital events are offered with lectures on the one hand and the opportunity for questions on the other.
As a suitable textbook, the 6th edition of Schmidt-Eichstaedt, Weyrauch, Zemke, Städtebaurecht, 2019 is recommended.
The lectures and seminar materials are available online to participants for 1 year.

MODULE 1. INTRODUCTION AND ADMISSIBILITY OF PROJECTS
- Introduction to the educational program in the field of general urban planning law
- Introduction to legislation, horizontal and vertical separation of powers including efficacy of municipal bylaws
- Admission in the scope of validity of development plans according to § 30 BauGB: Basic principles and examples; differentiation of admissibility in qualified and simple development plans; exceptions and exemptions;
- Admissibility within the context of built-up areas (§ 34 BauGB - in particular with paragraphs 1 and 2); fitting into the character of the immediate surroundings; clarification, development and supplementary statutes according to § 34 para. 4 BauGB
- Admission/building in the external area (§ 35 BauGB): Privileged projects; other projects; favored projects; basic principles for the control of wind power plants with privileged admission in the external area through factual partial land use plans.

- Overview of the two levels of urban land use planning
- The degree of building use according to the BauNVO (German Building Code)
- Overview of the type of building use according to the BauNVO
- Overview of the buildable plot area and the construction method according to the BauNVO

- The urban land use planning procedure: Simplified and accelerated procedure according to §§ 13, 13a and 13b BauGB (German Civil Code)
MODULE 3. SUPPLEMENTARY ASPECTS IN CONNECTION WITH URBAN LAND USE PLANNING
- Environmental issues (overview of the environmental assessment, of the compensation under nature conservation law as well as of the protection of species)
- Control of wind energy: the factual and spatial land use plan
- Securing urban land use planning and development
