"Mobile vehicle safety barriers for safety requirements. Part 1: Requirements, test methods and performance criteria."

Many municipalities and event organizers face the challenge of protecting their squares and event spaces against vehicle attacks. In doing so, they repeatedly encounter the problem that no regulations exist in Germany for this purpose. In many cases, therefore, attempts are made to protect sites against vehicle attacks without any protection concepts.

In order to prevent "crossing attacks," some municipalities already use temporary, mobile solutions. In order to enable those responsible for security on site to determine suitable vehicle security barriers in accordance with a risk assessment and the local conditions, as well as to make a product selection, minimum standards were necessary with regard to the resistance and protective effect of mobile vehicle security barriers.

These minimum standards were developed with DIN SPEC (PAS) 91414 "Mobile vehicle safety barriers for safety requirements - Part 1 - Requirements, test methods and performance criteria 2019/2020 and are due for publication in spring 2021.

This DIN SPEC resulted from the project "Development of Approval Guidelines for Mobile Vehicle Safety Barriers for the Protection of Public Spaces against Crossing Acts" funded by the German Federal Ministry of the Interior, for Construction and Home Affairs (BMI) and was implemented under the responsibility of BTU Cottbus-Senftenberg.
