BeForSt Research monitoring structural change
This project aims at evaluating, monitoring and scientifically supporting structural change in Lusatia in Brandenburg. In particular, based on scientific methods, an evaluation and monitoring system is to be set up that not only reflects the dynamics of structural change in Lusatia, but can also demonstrate the targeted and legally compliant use of public funding that is awarded to stakeholders in Lusatia on the basis of the Structural Change Act. From an economic perspective, such an evaluation and monitoring system must also be able to provide information on the efficiency of the utilisation of funds. This monitoring system should allow evidence-based policy recommendations to be made in order to enable important political readjustments, such as the continuous further development of the Lusatia Programme 2038.
The indicator system for monitoring regional development is closely linked to the monitoring system developed in parallel for the use of the funding programmes as part of the Structural Development Act, which is being developed by the project partner, the Leibniz Institute for Economic Research Halle (IWH). In addition to funding, many other factors influence regional development in Lusatia. Therefore, monitoring of regional development is required in order to obtain an overall picture. The two monitoring systems are part of an evidence-based answer to the "what?" and "how?" of regional development in Lusatia in the new structural change.
