Changes in the inter-library loan
The new UrhWissG, which came into force on 1.3.2018, changes the legally permitted regulations for "Usages for teaching, science and institutions". Specifications for libraries are now set in the new §60e.
Central to interlibrary loan is §60e (5):
Upon individual orders to users for non-commercial purposes, libraries may provide copies of up to 10 percent of a published work as well as individual contributions (entire essays) that have appeared in journals or scientific journals in the interlibrary loan.
From this date, 01.03.2018, the order form for interlibrary loan orders has been extended:
Non-commercial use and scope of the order
Reproduction may include up to 10% of a published work or be a single contribution from a journal or scientific journal.
I assure you that the reproduction is for non-commercial purposes.

Attention:
With the reformation of the copyright law, which came into force on 1 March 2018, the ordering / delivery of copies from newspapers and so-called 'kiosk magazines' in the context of interlibrary loan is no longer permitted.
§ 60e (5) UrhWissG allows the delivery to users on individual order within Germany without a limitation on the form of delivery, making electronic delivery possible.
The central office KOBV is working on the corresponding technical adaptation. Until then, delivery to end users will continue as a paper copy.
