School Bus and Bell Scheduling

Traffic peaks in cost. This is in particular true for bus services in rural areas where pupils on their way to school are the largest  individual group of customers. One way to reduce costs without reducing the quality-of-service is by coordinating the school starting  times. Changing the starting times of all schools in a whole county means that the starting times of the bus trips have to be altered accordingly, such that schedules with fewer buses can be constructed. The question is which school should start earlier and which school later? Mathematical methods from discrete optimization can help to find near optimal solutions for this planning problem.
Changing school starting times in practice however is a whole different story.
