DAAD University Dialogue with Macedonia

Climate Change and Security:  a Global Issue in a Local Context

DAAD Project of the Department of Civil Law and Public Law with References to the Law of Europe and the Environment of the Faculty of Business, Law and Social Sciences at the Brandenburg University of Technology Cottbus-Senftenberg (BTU) in partnership with the Institute for Security, Defense and Peace at the University Ss. Cyril and Methodius Skopje in Macedonia (Skopje University)

Aim of the Project: 

• Encourage cooperation regionally and between both institutions in Macedonia and Germany,
• Increase an understanding of the concept of “refugee” particularly in respect to environmental and climate change causes,
• Support sustainable development of University education and research by covering topics such as the influence of climate change on the number of refugees, the challenges of integrating refugees, and the necessary measures to ensure security and prosperity in the home countries while taking the concerns of transit countries into account.

German-Macedonian Cooperation

Macedonia, in the Western Balkan, bordering Greece, Bulgaria, Albania, Serbia and Kosovo, is unique in the region as it is characterized by a multicultural society. The majority of population (65%) consists of ethnic Macedonians, while ethnic Albanians comprise 25% and the others (Turks, Serbs, Roma, etc.) are 10%. Consequently, Macedonia is also characterized by a multitude of religious beliefs. While the vast majority belongs to the Orthodox Christianity, Muslim and Catholic faiths as well as atheists; agnostics are also represented.

Politically, the country is an EU candidate state. However, it is not a NATO member. This is the result of the difficult situation due to the naming dispute with neighbouring Greece. As a consequence of the economic crisis in Greece, the temporary disruption of the main railroad connection from Macedonia to Serbia and Greece due to masses of refugees intending to use the connection, the country is currently in an economically challenging situation. The project activities will not only benefit the society and particularly university education and research at BTU as well as the partner institution in Macedonia, it will also contribute to a greater understanding and cultural dialogue.

The country of Macedonia and particularly the research and educational focus of the Institute for Security, Defense and Peace at Skopje University is an interesting and important partner in the field of environmental security, policy and law.  Macedonia was and still is significantly impacted by the large number of transiting refugees and was therefore put into a situation where the geopolitical events and decisions contributed in disrupting the fragile well-being of the society and economy. Climate change will not decrease the number of incoming or transiting refugees.

Thematic Focus of the Project

The main topic of the project is the geopolitical impacts of climate change with a specific focus on climate refugees and human rights.

The emphasis on climate refugee was set in order to provide a new and different perspective to the current refugee situation in Europe. It offers the opportunity to present the displacement of people as a truly global problem which is only going to increase if action is not taken. 

The topics of the project can be summarized as follows:

• Climate Change: Water scarcity and resource security
• Conflict (over resources?)
• Economic reasons
• Risk Management in home, transit and receiving countries
• peace and security
• climate policies: adaptation and mitigation
• economic support
• respect for human rights

Activities aimed at Fostering a University Dialogue

Activities of the project include a Summer School and a Block Seminar in Skopje as well as opportunities for guest lectures and research stays in Germany. The project will conclude with a final conference.

 „Sustainability at Kurdistan University, Hewler (SusiKUH)” 

Einer Kooperatiion zwischen der BTU Cottbus-Senftenberg (BTU) und der University of Kurdistan, Hewler (UKH) 

Projektlaufzeit: 01.09.2017-31.12.2017

Dieses Projekt stellt einen Erstkontakt zwischen der BTU und der UKH in Erbil dar. Geplant ist es eine längerfristige Kooperation zwischen beiden Universitäten aufzubauen. Die im Rahmen dieses Projekts geplanten Aktivitäten tragen einerseits zu einem ersten Kennenlernen bei, des Weiteren wird direkt in die inhaltliche Arbeit eingestiegen. Folgende drei Teilkomponenten sind im Projekt enthalten:

 1. Komponente Wissenschaft:

Aufbau und Intensivierung wissenschaftlicher Kontakte zwischen der Brandenburgischen Technischen Universität Cottbus-Senftenberg (BTU) und der Universität Kurdistan-Hewler in Erbil zu der wissenschaftlichen Fragestellung „Umgang mit den Herausforderungen des Strukturwandels in der Folge des Ausstiegs aus der Nutzung fossiler Energieträger“ 

A) Hier ist die Durchführung einer Summerschool an der Universität Kurdistan-Hewler zu „Klimaschutz und Nachhaltigkeit – völkerrechtliche Verpflichtung, ihre nationale Umsetzung und ökomische Antworten“ geplant.

2. Komponente Transfer/Verwaltung:

Aktive Beiträge zur Strukturentwicklung an der Partnerhochschule im Bereich des Transfers Hochschule-Wirtschaft

Hier sind  

A) Ein Workshop an der BTU zur Existenzgründungstrategie und des Transfers an die Universität Kurdistan-Hewler, sowie

B) Workshop an der Universität Kurdistan-Hewler zur Entwicklung eines Curriculums für einen Zertifikatskurs zum internationalen Projektmanagement

3. Komponenten Studentische Aktivitäten:

Aktive Beiträge zur Verbesserung der demokratischen (Selbst-) Verwaltung der Hochschulen (Good Governance) mit besonderer Berücksichtigung der studentischen Partizipation und Nutzung sozialer Medien.

Aktivität 3 besteht aus drei Teilkomponenten

A) Durchführung eines Workshops an der BTU zu „Möglichkeiten und Grenzen studentischer Beteiligung an der Hochschulautonomie im Vergleich zwischen BTU und Universität Kurdistan-Hewler“

B) Durchführung eines Workshops an der Universität Kurdistan-Hewler zu „Organisation studentischer Beteiligung an Universität Kurdistan-Hewler“ sowie zu „Rechtsfragen bei der Nutzung sozialer Medien“<o:p></o:p>

C)    Durchführung von zwei Freundschaftsspielen der BTU-Basketballmannschaft und der Mannschaft der Universität Kurdistan-Hewler in Erbil.

Leider konnten auf Grund der kurzfristigen politischen Entwicklung im Zusammenhang mit dem Unabhängigkeitsreferendum nicht alle Aktivitäten wie geplant durchgeführt werden, eine Reise nach Erbil war zum geplanten Zeitpunkt nicht möglich. 

Die verschiedenen Workshops in Cottbus fanden statt und wurden, wo möglich, erweitert um inhaltlich so viel wie möglich abzudecken. Hier finden Sie das Programm und hier einige Fotos.
